Near the Latvian University there are no private houses. Only historical buildings, where you could rent an apartment starting from 700-1000 EUR/month I suppose.

The best way: Ask a friend in Latvia to speak to the Realtor in his/her native tongue. I was shocked at the foreigner markup price.

It depends on how many facilities you would like to be included. The regular price for a medium flat is about 300 EUR.
