Your opinion sounds funny. If you come to Moscow and spend there in the city two weeks, you will have terrible impression about moscovites.
BUT
you would hardly meet moscovites at Moscow streets, because they are at work most of this time. There are mainly people from other cities of Russia who came for a couple of days to Moscow. If you think that there are moscovites working in the shops and restaurants you will make a huge mistake. Moscovites are not working in the shops and restaurants, at least at the desks. The policemen are also not from Moscow, the taxi drivers quite seldom are. And more than 60% of those who live in Moscow now were not born there.
The same mistake you can do in Riga: the russian girls who stand ahead in the queue could be russian tourists: daughters of russian thieves who are managing russia now.
In every nation you can find stupid and clever, gentlemen and rascals, innocent and worhes. Never apply any template to particular person.

Even in one class at school you will find all ranges of people. But if you see them in other conditions you can find them totally different from their classroom image.
When you see british pissing near Milda this doesn't necessary mean that all British would do the same.
You will find much more difference inside one nation (who knows what this mean) than between nations.
